On October 31, 2009, Zaitokukai protested Westerners in Halloween costumes, waving a sign that stated, "This is not a white country."
On August 10, 2010, 4 members of Zaitokukai were arrested for harassing Korean students in Minami Ward, Kyoto, at a pro-DPRK school.
